천년 역사를 품은 섬나라, 영국

1874년 영국 체셔주 우들리(Woodly) 태생이다. 맨체스터 그래머스쿨과 옥스퍼드 대학교 베일리올칼리지를 졸업하고 옥스퍼드 대학교와 런던 정치경제대학교 교수를 거쳐 런던 대학교 킹스칼리지 학장을 지냈다. 1928년부터 케임브리지 대학교의 정치학 교수이자 첫 록펠러(Rockefeller) 석좌교수로 임용되었다. 1936년 자유당 전국위원회(Liberal Party Council) 위원으로 선출되었고, 1944년 기사 작위를 받았다. 영국예술원(Federation of British Artists) 위원으로 선출되었고, 1958년 미국학술원(American Academy of Arts and Sciences)의 명예위원으로 선출되었다. 케임브리지 대학교 세인트보톨프 교회(Saint Botolph’s Church)에 기념석이 세워져 있다.

바커는 정치학, 역사, 철학 등 다양한 주제에 관한 저술을 남겼다.
